Le dernier salon de l’ABACE, a une nouvelle fois montré l’étendue du marché potentiel chinois de l’aviation d’affaires. La Chine qui a lancé en 2016 son treizième plan quinquennal pour le développement de son aviation civile achève la réalisation de 30 aéroports, lance la construction de 44 nouvelles plate-formes aéroportuaires, et reconstruit ou agrandit 139 sites déjà existants.
S’il bénéficie en premier lieu à l’aviation commerciale, ce plan d’envergure, qui devrait donc s’achever en 2021, n’en favorise pas moins l’aviation d’affaires puisqu’il induit la construction sous-jacente de plus de 200 aéroports d’aviation générale et encourage les aéroports civils qualifiés, à fournir simultanément les services liés à ce segment d’activité.
The last ABACE exhibition, once again showed the extent of the Chinese business aviation potential market. According to the Thirteenth Five-Year Plan for the Development of China Civil Aviation, jointly issued by CAAC, National Development and Reform Commission and the Ministry of Transport, China will complete work on 30 airports, commence work on 44 new airports, reconstruct and expand 139 airports, relocate 19 airports and conduct 51 additional projects to accelerate the construction of airports and lay the foundation for sustainable development of civil aviation. The Plan promotes the construction of more than 200 general aviation airports and encourages qualified civilian airports to concurrently provide general aviation services
Si l’impact économique sur les industriels occidentaux reste encore à mesurer, il apparaît que les opérateurs et propriétaires chinois ont de véritables besoins, notamment dans le domaine des opérations. Car si la clientèle de l’Empire Céleste est devenue mature et exigeante sur l’achat d’un avion, les difficultés rencontrées dans la mise en œuvre des appareils audelà des frontières chinoises freinent encore la démocratisation de l’aviation d’affaires.
La flotte chinoise d’avions d’affaires, certes modeste avec 244 machines, dont 202 jets, progresse cependant un peu plus chaque année. Cette augmentation porte essentiellement sur le segment haut de gamme, ce qui favorise bien sûr les déplacements hors du territoire. Et, de fait, les vols principalement domestiques des dernières années ont peu à peu laissé place à des liaisons internationales pour le compte de nombreux investisseurs chinois se rendant en Europe et aux États-Unis
If the economic impact on Western industrialists is yet to be measured, it appears that Chinese operators and owners have real needs, particularly in the field of operations. Because if the clientele of the Celestial Empire has become mature and demanding when purchasing a business jet, the difficulties encountered to operate the aircraft beyond the Chinese borders still hinder the democratization of business aviation.
China’s fleet of business jets, albeit modest with 244 machines, including 202 jets, is progressing a little more each year. This increase mainly concerns the high-end segment, which of course favors out-of-territory travel. And, in fact, most domestic flights in recent years have gradually given way to international connections for many Chinese investors traveling to Europe and the United States.
Cependant, en dehors de leurs territoires, les opérateurs régionaux chinois ne maîtrisent encore que partiellement les procédures et les contraintes liées aux vols d’affaires internationaux. C’est pourquoi, depuis deux ans, on assiste à une expansion significative du marché de la sous-traitance de telles opérations. Ce secteur s’est en effet révélé vital pour le développement économique des opérateurs locaux qui n’ont pas encore la maturité et le retour d’expérience nécessaires pour gérer la complexité des opérations internationales.
Comme dans d’autres secteurs aéronautiques stratégiques, les sociétés occidentales spécialisées dans la préparation des opérations internationales ont un rôle essentiel à jouer dans cette zone géographique. En plus du seul aspect commercial, il est aujourd’hui convenu d’admettre que leur expérience devra in fine profiter à l’ensemble du secteur chinois. Là encore ces sociétés spécialisées du secteur devront amener les connaissances et apporter une plus value importante pour l’expansion de marché. Il est donc envisageable, de traiter dès aujourd’hui l’aspect éducatif, non seulement auprès des opérateurs et propriétaires mais également en travaillant étroitement avec les autorités chinoises. Les entités spécialisées dans le domaine ont indéniablement un rôle de pilier indispensable à jouer dans l’expansion de l’aviation d’affaires en Chine vers l’international.
However, outside their territories, Chinese regional operators still only partially control the procedures and constraints related to international business flights. This is why, over the last two years, there has been a significant expansion of the outsourcing market for such operations. This sector has indeed proved vital for the economic development of local operators who do not yet have the maturity and the experience feedback needed to manage the complexity of international operations.
As in other strategic aviation sectors, Western companies specializing in the preparation of international operations have a vital role to play in this geographical area. In addition to the only commercial aspect, it is now agreed to admit that their experience will ultimately benefit the entire Chinese sector. Here again these specialized companies of the sector will have to bring the knowledge and to bring an important value for the expansion of market. It is therefore conceivable to deal with the educational aspect today, not only with the operators and owners but also by working closely with the Chinese authorities. Specialized entities in the field undeniably play an indispensable role in the expansion of business aviation in China internationally
